Agenda 21: Chapter 28

AREA Basis for action


28.1 The issues addressed in Agenda 21 which carry local activities are so numerous that participation and cooperation of communities this level will be a key factor in achieving the objectives of the program. Objectives

28.2 The proposed objectives for this area are as follows:
a) By 1996, most local authorities in each country should establish a mechanism for public consultation and to reach consensus on Agenda 21 at the community level;

b) By 1993, the international community should launch a consultation mechanism for increasing cooperation between local authorities;

c) D By 1994, representatives of associations of municipalities and other local authorities should develop their cooperation and coordination to strengthen the exchange of information and experience among local communities;

d) Local governments of all countries should be encouraged to ensure the implementation and monitoring of programs to ensure representation of women and youth in the processes of decision making, planning and execution.

Activities

28.3 require that all local authorities establish a dialogue with residents, local organizations and private enterprises and adopt "a local Agenda 21 at the community level." Consultation and consensus would allow local authorities would learn from citizens and local associations, civic, community, business and industry, and obtain information needed to develop strategies most appropriate. Through the process of consultation would increase household awareness of sustainable development issues. Programs, policies and laws and regulations applied by local authorities to achieve the objectives of Agenda 21 would be evaluated and modified based programs of Agenda 21 adopted at the level Local. Strategies could also be used to support proposals for local, national, regional and international levels.

28.4 The partnership should be fostered among relevant organs and organizations such as UNDP, UN Centre for Human Settlements (Habitat) and UNEP, the World Bank, regional banks, the International Union of Local Authorities premises, the World Association of large cities, the summit of major world cities, the World Federation of United Cities and Towns and other relevant partners in order to mobilize increased international support for the benefit of community programs Local. An important goal would be to help develop and improve existing institutions interested in strengthening the capacities of local communities and environmental management at the local level. To this end:

a) The United Nations Centre for Human Settlements and other organs and agencies of the United Nations is called upon to strengthen services in collecting information on the strategies of local communities, including those that require support international

b) On the occasion of periodic consultations involving both developing countries and their international partners, it could be examined strategies to find the best way to mobilize international support in question. 28.5 The representatives of associations of local authorities are encouraged to establish mechanisms to enable these communities to increase their exchange of information and experience and mutual technical assistance. Means of implementation



A) Financing and cost evaluation

28.6 It is recommended that all parties reassess funding needs in this area. The Conference secretariat has estimated the total cost of strengthening international secretariat services required for the implementation of activities under this chapter for the 1993-2000 period would average about one million dollars per year, amount to be funded by grants or concessional terms. This is only rough estimates given for information, which have not been reviewed by Governments.

B) Enhancement of human resources and capacity building

28.7 The program should facilitate the activities of capacity building and training already provided in other chapters of Agenda 21.
